Cut the Red Tape and Make “No-Kill Month” a Reality for Kansas Pets

Governor Kelly proclaimed August as “No-Kill Month,” a promise to give every healthy or treatable shelter pet a chance. Yet the agency she oversees—the Kansas Department of Agriculture (KDA)—enforces policies that undercut this goal. These policies lead to unnecessary euthanization of treatable dogs and cats simply because shelters are barred from transferring them to facilities with the resources to provide care.

The KDA’s policies also bar shelters from moving unweaned puppies and kittens—neonates—into round‑the‑clock foster homes or to shelters and rescues that can provide the intensive care they need during the stray‑hold period. Those fragile lives can’t survive in an under-resourced shelter without round-the-clock care. Not allowing placement means many are euthanized before they ever get a chance to live.
